Remember this: the word “responsible” in English is not a noun. It is an adjective, like happy, or intelligent.
So you have to say “I am responsible” like “I am happy” or “I am intelligent”.
Other ways to express this idea could be:
She is in charge of communication.
She is the person responsible for communication.
She takes care of communication.
